LOURIE, Circuit Judge. Agfa Corporation (“Agfa”) appeals from the decision of the United States Court of International Trade granting final judgment in favor of the United States and holding that United States Customs and Border Patrol (“Customs”) properly classified imported metal plates coated with a photosensitive emulsion under subheading 3701.30.00 of the Harmonized Tariff Schedule of the United States (“HTSUS”).
